Costello Fighting for the Residents of Kildonan Rd and Cappagh Ave


Prior to residents calling for the closure of the Abigail Centre in Finglas Cllr. David Costello put the following Motions and Questions to Dublin City Council. Costello will continue to work for residents on this important issue.

Cllr. David Costello questions the planning legality of the change of use of the premises. As I was not satisfied with the response I have called on the planning department to carry out an investigation into the change of use of the premises.

That the Planning Department carries out a review of  Abigail Centre, Kildonan Road Finglas. Residents surrounding the centre believe that the new function of the centre constitutes a significant change in use. The opening of the centre has impacted on the dynamic of the community.

Certain changes of use are exempted development within defined use classes set out in the planning regulations.  In that regard it is possible to change the use of a premises between the following uses: for the provision of residential accommodation and care to people in need of care, as a hospital or nursing home, or as a residential school, residential college or residential training centre, without the need to obtain planning permission.

Costello called on the City Council to review the Service Level agreement with the organisations running the Abigail Centre. Below find the motion and reply from the city council.

The North West Area Committee calls on DCC Homeless Executive to carry out a review of the operation of the Abigail centre based on the conditions set out in the Service Level Agreement which was presented to Councillors prior to the Centre opening. 




Report



The management of the Abigail Centre is currently operated by Novas and Depaul Ireland. Each one of these bodies work under a Service Level Agreement from the Dublin Region Homeless Executive. Each service level agreement has built into it an operational service review. If any particular issue arises during the course of the year they are dealt with at the DRHE regular Organisational meetings.


Costello Called for the imidiate instillation of CCTV cameras on the gates of the centre following unacceptable delay's by all involved.

That the North West Area Committee compels Dublin City Council to stick to their commitment to provide a CCTV camera on the gates of the Abigail centre to cover Kildonan Road. 



Report 


An Garda Siochana are in the process of securing the exact costing for the installation of the camera. This costing/schedule of works will be received by the end of March.  Once received Dublin City Council will give instruction to install the camera.


Costello calls for the intimidate introduction of bus service to keep locals and clients of the centre safe:

That the North West Area Committee calls on the Homeless Executive to enter negotiations with Novas in the Abigail centre to introduce a bus service to safely bring its clients to the city centre in the mornings and back in the afternoon. So that they can avoid the temptation of drug dealers who are operating in the area and preying on these vulnerable ladies. We also call on the Homeless Executive to request that Novas introduces a curfew for the safety of its clients.

Report

The Abigail Centre is currently served by a public bus route and those living in the centre have general access to the local amenities and if necessary can avail of the public bus service into the city centre. The requirement to operate a curfew for the safety of the service users is under active consideration as part of the operational parameters of the facility.
